The building dates from 1858 and was built "to provide free medical and surgical help to the poor" http://www.britishlistedbuildings.co.uk/en-206461-19a-poplar - which also gives an architectural description. It closed as a dispensary in 1940 and has now become a pub / dining room http://www.thedispensarylondon.co.uk/history.php .
