The blue fluorescent lighting in these toilets in the Avenue Road Car Park takes one a little by surprise and its reason is not immediately obvious. However, under this lighting, one cannot see the veins in one's arms and thus it discourages drug use in the cubicles. I once used these facilities wearing trainers with fluorescent shoelaces and they were extremely noticeable!
