Opened in November 2006, Phoenix House is HM Prison Service’s purpose-built office building at Celtic Springs Business Park, Newport. The premises are home to HMPS’s shared service centre which provides human resources (the modern phrase for 'personnel'), finance and procurement support to all the Service’s prison establishments and other sites in England and Wales. It undertakes activities such as the processing of invoices, paying expenses and handling HR queries for employees.
