From the path by the river. Many features of the building reminded me of the work of the Nottingham architect Watson Fothergill http://www.geograph.org.uk/article/The-Buildings-of-Watson-Fothergill . It was built between 1879 and 1881, by Ellison of Liverpool. It is listed (Grade II, List Entry Number 1270689 http://list.english-heritage.org.uk/resultsingle.aspx?uid=1270689 ).
