The derelict part of this former WWII hospital seems to be owned, or at least managed, by the Homes and Communities Agency, an unelected body created in 2008 and having funding of £17 billion. They think there is dangerous asbestos in this hut. Therefore a Heras-type temporary fence has been put up for Health & Safety reasons. Later, a permanent galvanised fence has been erected round the outside, but they couldn't be bothered to remove the temporary fence which is now trapped inside. Let's hope it isn't on hire!
