This is the southernmost of four bridges http://www.geograph.org.uk/photo/1968953 side-by-side across the Usk, about a mile (1.6 kilometres) north of Newport Bridge. It carries the connecting road to Grove Park roundabout from the Caerleon Road roundabout above M4 motorway junction 25. After crossing the Usk, the road curves to cross over the M4, at a point just before the motorway enters the Brynglas Tunnels.
