This plaque is to John Passmore Edwards (1823-1911), the journalist and benefactor best remembered today for the many libraries and other buildings he proivded http://www.geograph.org.uk/search.php?i=13320946 http://www.passmoreedwards.org.uk/ . Many of his libraries still stand in the west country; he grew up in Blackwater, Cornwall.
