If you look through 'An Illustrated History of the East Suffolk Line' by John Brodribb then you will see the reason behind this photograph. It is a before and after of the railway from Grove Road level crossing. The track was double and 70013 (which is still extant) is tackling the incline here on the Easterling. The rusted rail on the left was white with a 'London North Eastern Railway, Trespassers will be Prosecuted' sign. There were also a few semaphore signals about.
