The large development project had been in the pipeline for several years. Despite the efforts of a vocal and well-organised protest group who sought to prevent the project from going ahead, the necessary permissions were granted and groundwork started in 2007. Progress hasn't been rapid which isn't surprising given the economic circumstances of the late noughties.
