A fountain built to commemorate Admiral Sir Charles Napier who lived between 1786 and 1860. Although it is supposed to be a fountain, I have never ever seen it working. Money was supposed to have been allocated for its restoration in 2005 but it does not appear to have been spent - at least not on the fountain!
