The electricity substation building on St Mary Street, opposite the Grove Road junction, still bears the triangular nameplate of Risca Urban District Council (UDC). A similar structure is nearby, in Crosskeys. http://www.geograph.org.uk/photo/2367838 The UDC was established under the provisions of the Local Government Act 1894, replacing Risca Local Board. Its responsibilities included sanitary services, sewerage, refuse collection, housing, streets, cemeteries, libraries, parks, controls on certain buildings (such as, in the 20th century, petrol stations), and licensing of public entertainments. Risca UDC was abolished in 1974, becoming part of the new Borough of Islwyn. The Borough of Islwyn lasted until 1996, when it merged with the Rhymney Valley district of Mid Glamorgan to become Caerphilly County Borough.
