This is the former Bishop's Palace, now the Cathedral School.http://www.salisburycathedral.co.uk/history.php?page=25 The cathedral does tours of the tower, which is where this shot is from. In school holidays visiting choirs that are singing in the cathedral are allowed to use the school facilities for rehearsing.
