Owl on Pylon - or is it?

On the corner of Gighill Road and Chaucer Way in Lunsford, a pylon stands - but this pylon has a difference. On top of the structure, several times while passing I've noticed an owl perched there. Closer inspection reveals that the owl is artificial and wobbles about unrealistically in the wind. There to frighten other birds perhaps?
