Some effort at control going on. The large bushes have to be cut back and then the regrowth will be sprayed after a year or two. Although using chemicals isn't great, it really is the only option as it will grow back from small fragments so mechanical removal alone is unlikely to be totally effective. The regrowth is needed to allow the chemicals to be taken in by the new leaves, but large bushes can't be sprayed as the chemical doesn't kill them - either you need too much or it doesn't reach the roots.
