Cladding of the remains of the former Council Offices is well under way, and gets completed later on the day that this photograph was taken. Why such a mess of brickwork, walls and plaster is being covered in this way is anybody's guess. I can't imagine there's any waterproofing, so the purpose if far from clear. Meanwhile, work continues on the carpark.
