This is Custom House Library on Prince Regent Lane in Newham which serves Canning Town and North Woolwich. It was one of the hundreds of libraries across the world endowed by Andrew Carnegie the Scottish born American industrialist and philanthropist. http://andrewcarnegie.tripod.com/
