This was a branch off the main line serving local factories and particularly the docks on the East side of the river and on to the tidal wharves on that side. It is officially closed but sections can still be seen on 'StreetView' etc.. These include some sections that have been removed since the StreetView pictures were taken; for example the line across Bridge Street was completely removed last year.
