The traffic lights manage access onto the old Roman road, Ermin Way, now a minor road since the A417 was diverted around the north of Hucclecote some decades ago. The thin black lines in the carriageway are sensors that control the lights. This is very close to the eastern gridline of the square: the truck waiting at the red light is in this square as is most of the Honda Jazz at the right (the nearside rear quarter panel may just be in SO8816). The small blue car behind the Jazz is definitely in SO8816.
