This appears to be a relic of the railway era, with an old railway bridge crossing a roadway dropping steeply towards the Tyne. Seen from Hadrian's Way which carries both both Hadrian's Cycleway http://www.cycle-routes.org/HADRIANSCYCLEWAY/and Hadrian's Wall National Trail http://www.nationaltrail.co.uk/hadrianswall/.
