Gules a lion rampant argent within a bordure, gobonated,* of the last and azure [*gobonated = a border, pale, bend or other heraldic charge divided into squares or blocks of alternating colour]. The arms feature multiple times on the splendid wrought-iron railings surrounding the small ornamental garden opposite His Majesty's Theatre (visible in the background). The design of the railings was approved by the City Council in 1888 at the same time that the William Wallace statue (see: http://www.geograph.org.uk/photo/598093 ) was erected and they were restored in 2007. The British Herald by Thomas Robson (publ. 1850) refers to the traditional Wallace arms as described in Mackenzie's Heraldry, published in 1680.
