These platforms are for the non-high speed services running between London and Ramsgate (via Canterbury). Platform 1 is also used by the Marshlink line (Southern Service) running to Hastings and Brighton. The building on the left is the high speed station entrance on New Town Road. The bridge leads to Platforms 4 and 5 for the high speed service.
