A vast building, dated 1899 and containing two shopping arcades in a cross shape. Nikolaus Pevsner does not mention it in 'Buildings of England' - he probably averted his gaze! To quote from the Preston Council web-site, however "An elegant Victorian building with its Italian terracotta facade modelled on the Burlington Arcade in London".
